Lanark-Advised Behavioral Health Project Awarded $61 Million Under California’s Proposition 1

LOS ANGELES — A Los Angeles County behavioral health treatment facility, for which Lanark serves as owner’s representative and development advisor, has been awarded $61 million through Round 1 (Launch Ready) of California’s Behavioral Health Continuum Infrastructure Program (BHCIP), funded by Proposition 1 and administered by the Department of Health Care Services (DHCS). The project was among the awards highlighted in Governor Gavin Newsom’s announcement of $3.3 billion in Round 1 funding.

Lanark developed the project budget, schedule and cost estimates; prepared disbursement plans aligned with DHCS requirements; managed A&E procurement; and secured the project’s entitlements and building permits, incorporating the program’s statutory requirements, to bring the project to construction readiness.

“Public capital programs like BHCIP are putting significant funding into new facilities and infrastructure. The challenge is turning those awards into completed projects, on budget and in compliance with program requirements. That’s the work we do for public agencies, project sponsors and capital providers, from the first budget through final disbursement.”

— Mitchell Lindsay, Founder and Managing Principal, Lanark

That experience now supports counties, public agencies and project sponsors deploying state and federal capital programs. From readiness through construction, Lanark provides budgeting and cost review, disbursement planning, owner’s representation, construction monitoring, and oversight of prevailing wage, labor and program compliance.
